+1pxp. As Above plus Friends in the Senate. By controlling the elections, you ensure the backing of a favourable clique. You risk having your actions voted down only in the most outrageous situations. 

+1pxp. As above plus We ARE the city. By manipulating the government, fixing the laws and disposessing those who oppose you, effective Solar control is guarenteed within 5 years, allowing the Special Project. Solar Empire to be implemented, to bring order to the nine cities.
