Temple of Old Man River.

Cha + Presence. Difficulty 1. Goal 10. Gets a Temple to Old Man River operating in the city. Enhances Alodian River Trade. Gives Soba a tertiary revenue stream not reliant upon the main trade routes.
Note. As Ben will advise The Merciful Lady and Old Man River do not get on. Courting his favour will piss her off and her temple needs to find a scapegoat to blame the upcoming drought on.
1pxp. Catfish spawning. These creatures proliferate even in drought times. Grants the city an additional food source to resist the bad times.
1pxp. Wheres theres muck theres brass. The temple brings the Longshoreman's Guild under The White Rose's control. These scavengers are able to glean treasures from the muck of the rivers bed. Occasionally they find something useful. White Rose gains Contacts ( Scum of Soba ) 1.
+1 pxp. What Glitters. As above plus the Longshoremen make a big strike. A Hoard of horribly corroded silver and a few gem stones. Once smelted this will offset the recent deficit in the cities treasury.
1pxp. The River has many secrets and Old Man River knows them all. Prophetic dreams from the Temple guide one of the Devotees to make a mineral strike on one of the the rivers Badland Tributaries. A vein of good quality metal ore ( cooper, iron or tin is discovered near the city) It will take some work to make this into a usable mine.
+1 pxp. As Above, but the strike is gemstones. This will take significant effort to harvest properly
+1pxp As above, but a small vein of White Jade is found. It will be a Major endeavour to fully utilize this. Note adventure seed.
