1pxp Brothers of the Faith. A secondary cult starts in the city, this one more in tune with Baryan theology allowing missionary efforts with Barya to avoid penalties due to cultural variance.
+1pxp as above and missionaries are carried to back to the Empire with the more connected Refugees returning to Barya.
