Establish the Council of Seven Tigers in Soba
Cha + Tiger Style. Diff 3 Goal 20. One man, even one of the Chosen, can only do so much. You must find and persuade the other 5 Tiger Masters that you know of to join the cause. Even more difficult you must trust that senior apprentice Tiger Lily is finally ready to face the gauntlet and take her masters belt.
