The Soba Guild of Dockhandlers have over the centuries expanded their interests from the legitimate movement of goods on the docks into control of the the smuggling through the city and now have fingers in every crooked pie in the city. Though by no means the only underworld entity ( They tend to shy away from Banditry and the killing of others for pay), they or their affiliates represent the indigenous underworld of the city. Though the existence of an open theives guild may seem strange in some cities, in Soba it largely works. In the absence of a formal legal code ( the Immaculates have little to say about barbarians robbing one another) a victims redress is largely based on their own abilities to enact revenge. Whilst the nobles and the merchants may have their own guards ( and it would be a fool indeed to try robbing a visiting Prince of the Earth), the majority of well-off people and tradesmen find it much easier to mitigate their risk by regularly paying off the Dockhandlers. In the event of robbery by an outside agent the Dockhandlers will often dispatch a theiftaker to deal with the miscreant, sometimes free of charge.
This leaves the main illegal activity of the Guild in petty crime ( against those who find it difficult to pay their protection money) or robbing the well protected ( who think they are outside the guild reach) via a variety of means.
