Using students from The Crashing Fountain, Sui was able to spread the Heretical Sun Cult across Soba.

Note you can't spend the same background points twice if you are commiting their full value. You can drop the difficulty by 1 for either The Tall Man OR Tirigan's assistance.

Resource requirement was gained by cutting a deal with Sheik Harudi, in return for arranging to marry Kinsai to the Sheik's daughter, Shahrzad.
