More a state of being than an actual place.
The Sea of Mind is where users of Spice Melange are transported to, in a state of altered conciousness.
There are many reports of what The Sea of Mind is like, but no two stories seem to tell the same tale. The only constant seems to be the watery aspect.
Some scholars suggest that the Sea of Mind does actually exist, and also that a portion of one's being is left there each time one partakes of the Spice. This, they say, is what leads regular users to seem distant and remote.
It is thought that the Djinn of Soba are somehow related to the Sea of Mind, but no-one is able to say exactly how.
